Julien Harou (Belgium) is Chair in Water Engineering, School of Mechanical, Aerospace and Civil Engineering at the University of Manchester, UK.

He joined as an independent member of the IWMI Program Committee in April 2023.

Harou is an internationally recognized expert on modelling water resource system planning and management including economic drivers of water use and allocation, water trading, infrastructure portfolio optimization and planning of water supply under uncertainty.

Harou is a recipient of the NASA Launch Innovator award for his group’s early contributions to open-source water management software. Before he was appointed a Professor at the University of Manchester, he was a lecturer at University College London. Harou has a PhD from the University of California Davis in water resources engineering and economics and a Master’s degree from Cornell University.
